Coordinates development review and permitting processes in the Development Services Department. Reviews subdivision plats and site plans for compliance with city codes and regulations. Provides staff support to the Planning Commission, and completes other planning-related projects as directed. Master’s degree in urban planning or related field, plus three years of related experience; OR, Bachelor’s degree in urban planning or related field, plus five years of related experience. Some supervisory or leadership experience required. AICP Certification preferred. Valid Texas driver’s license with driving record that meets City guidelines.

Performs review and analysis of plans and specifications of proposed construction; meets and confers with applicants for permits; coordinates the review and distribution of plans, and advises inspection personnel and the general public on applicable building code requirements. Bachelor’s Degree in construction, architecture, engineering or related field, plus five years of inspection and/or plan review experience; or an equivalent combination of education, training and experience. International Code Council (ICC) Plans Examiner Certification preferred; otherwise, certificate must be obtained within one year of employment. ICC Certifications in one or more specialized plans examining areas preferred. Plan examiner experience with a municipality preferred. Valid Texas driver’s license with driving record that meets City guidelines. This position is considered Non-Essential Personnel during an emergency situation.

Creates, instructs and promotes environmental responsibility and sustainability in the community. Develops, promotes, schedules, and presents environmental education programs to all citizens on the topics of air quality and recycling. Plans and manages special events. Develops written and hands-on educational materials and programs. Must have professional speaking experience. Excellent writing and grammar skills are necessary. Ability to use Microsoft Office (particularly MS Word, Excel, PowerPoint and Publisher) to complete assignments. Experience in working with diverse population groups, educators and business/industry. Grant writing experience, marketing experience and Spanish/English bilingual a plus. Ability to work nights and weekends as needed with some overnight travel. Ability to read and understand materials including federal and state regulations, contract documents, personnel policies and technical manuals. Ability to write reports and correspondence. Skills in basic math. Ability to effectively communicate orally and skilled in making presentations to various groups. Bachelors degree from an accredited college or university with major course work in Public Relations, Journalism, Communications, Marketing, Environmental Science, Education or related field PLUS two (2) years of increasingly responsible experience in Public Relations, Marketing, Journalism, Environmental Science, Education or a related field. Teacher certification preferred. Valid Texas class C driver’s license with driving record that meets City guidelines.

The Public Services Manager plans, organizes, and supervises the activities of the adult, teen, children’s and ILL service units; oversees and plans programming for all ages and assists library patrons in the use of library services and facilities.

Must hold or obtain within 30 days of employment a valid Texas driver’s license with driving record that meets City guidelines.

Leads and participates in the work of crew performing equipment operations, manual labor and semi-skilled tasks in the construction, maintenance and repair activities involving the City’s street and drainage system. High school diploma or equivalent required with one to three years of experience in the construction, repair and maintenance of street and storm drainage systems. Valid Texas Class A commercial driver’s license with air brake & tanker endorsements required and a driving record that meets City guidelines.

Performs all general and specialized clerical work for a unit/section of the Victoria Police Department. Ability to manage programs, read and understands manuals, record work activities, keep records and work with computers. Operate office equipment such as fax machines, copiers, and phone systems, and use computers for spreadsheet, word processing, database management, and other applications. Skill in typing and word processing. Ability to communicate courteously and effectively. High school diploma or equivalent (GED). Minimum of one year clerical experience preferred. Minimum typing speed of 35 wpm without errors. Typing/spelling test is required and should be taken at Texas Workforce Solutions. A City driving permit is not required for this position. Operates heavy maintenance and construction equipment and assists the work of a crew who constructs, maintains and repairs streets and storm drainage systems. Knowledge of proper equipment used in the repair and maintenance of streets and storm drainage systems. Ability to operate vehicles and equipment such as gradalls, bulldozers, dump trucks, compactors, chip spreaders and loaders as well as assorted hand and pneumatic tools. Ability to read, measure and calculate types and sizes of materials needed for repair of utility cuts and ability to reason amount of time that will be used in the process. Ability to complete written reports and both carryout and issue oral and written instructions. Must demonstrate proficiency at operating a dump truck and either a backhoe or street sweeper as well as two of the following: Loader, Gradall, Maintainer and Bulldozer. High school diploma or equivalent required with one to three years of experience in the operation of heavy equipment. Valid Texas driver’s license (Class A Commercial driver’s license with air brake and tanker endorsements) and with driving record that meets City guidelines.

Responsible for the safe and efficient operation of light maintenance/construction equipment and assists

the work of a crew who constructs, maintains and repairs streets and storm drainage systems. Operates

various types of heavy equipment as needed. Employee will work with mechanical, chemical and

electrical hazards as well as traffic hazards while repairing and maintaining streets. Employee is also

required to perform heavy lifting of material of up to 100 pounds frequently. Employee will be exposed to

dirt, dust, noises, fumes and odors. High school diploma or equivalent required with one to three years of experience in the operation of light equipment. Valid Texas Class A Commercial driver’s license with air brake & tanker endorsements and a driving record that meets City guidelines.

Safely and efficiently operates solid waste collection trucks and other heavy equipment. Directs the activities of a crew responsible for collection of refuse. Knowledge of the processes used in the collection and disposal of waste material. Ability to read materials including memorandums and reports. Ability to write reports. Skill in the use of various equipment and machinery such as hand and electrical power hand tools and heavy equipment utilized in disposal activities such as compactors, lifts, claws and hydraulic systems as well as simple shovels, brooms and rakes. One-year experience in a related field required. Valid Texas Class B commercial driver’s license with driving record that meets City guidelines. Successful completion of City Solid Waste Driver exam. High School diploma or GED required. This position is considered Non-Essential Personnel during an emergency situation

Under general supervision, performs semi-skilled and skilled manual labor in the maintenance, repair and construction of City parks, facilities and buildings. High school diploma or GED required with 1-3 years related experience. Valid Texas drivers license (Class B CDL preferred) with a driving record that meets City guidelines. May require ability to obtain and maintain Pesticide Applicator License from TDA (weed and plant pest) and/or TDH (vector control) within six months of date of employment as applicable to position assignment.

Provides assistance for recreation, athletic and special events activities. Primary duties will include assisting with the oversight of games and tournaments at the Youth Sports Complex. Must have a high school diploma or GED and be at least 18 years of age. Valid Texas driver’s license with driving record that meets City guidelines.

Patrols the City and responds to emergency and non-emergency requests and enforces all City ordinances and state and federal laws. Must be 21 yrs of age or over (18 yrs with 60 academic semester hours, college credit required). H/S diploma or GED & 12 hours of college credit; or GED & two years of active military service with honorable discharge. Successful completion of the Victoria Police Department hiring process. Must be currently certified as a TCLEOSE Peace Officer. Possession of a valid Texas driver’s license with driving record that meets City guidelines. Applicants must currently be enrolled or attending a Basic Peace Officer Certification Course in a TCLEOSE certified academy. Those selected for this position must successfully complete a TCLEOSE certified Police Academy and pass the TCLEOSE Basic Peace Officer examination.

Responds to fire alarms, hazardous materials incidents, medical emergencies and other calls to protect life and property; to operate and maintain a variety of fire and rescue apparatus and equipment; and to participate in fire prevention, training, and station and equipment maintenance activities. High school diploma or equivalent. Texas basic firefighter certification and Texas Department of State Health Services (TDSHS) EMT-Basic certification required. TDSHS EMT-Paramedic certification preferred and must be obtained within three(3) years of date of employment. Ability to pass Fire Department physical ability test and the NFPA 1582 Pre-Employment Physical. Valid Texas driver’s license with driving record that meets City guidelines.
