Daryl Barnes has been promoted to Solid Waste superintendent for Environmental Services. In this role, he will oversee the planning and operations of the Solid Waste Division, which encompasses residential solid waste services for 21,000 households in Victoria, including garbage, recycling, yard waste, tree limb and bulky item service. Daryl was hired 13 years ago as a driver for Environmental Services and moved to lead driver in 2015 and then to supervisor in 2017.
Jackie Yates has been promoted to Community Appearance manager for Environmental Services. In this role, she will oversee the operations of the Community Appearance team, including planning, installation and maintenance of the City’s landscaped beds, as well as right-of-way mowing. Jackie was hired 23 years ago as a gardener in Parks & Recreation and was soon promoted to landscape crew leader. She served in this role for 15 years before advancing to Community Appearance supervisor for Environmental Services in 2019.
Eli Briseño has been promoted to building official for Development Services. In this role, he will oversees the City’s building inspection, permitting and plan review functions. He will ensure compliance with building codes; coordinate with City departments and external stakeholders; and provide technical expertise and guidance to staff, contractors and the public. Briseño started his career with the City in 2005, serving as a development specialist and later as a combination inspector. He also held roles with the City of Alamo Heights and in the private sector before returning to the City of Victoria in 2021 as the assistant building official.
Sam Hankins has been promoted to communications manager for Communications & Public Affairs. In this role, she will support the Communications Director in developing and implementing citywide communication strategies that promote transparency, engagement and trust between the City of Victoria and the community, managing day-to-day operations and ensuring consistent, accurate and engaging messaging across all City communication channels. Hankins began working for the City in 2020 as the City’s communications specialist.
