City of Victoria staff, City Council, Luminous Property Investments and Sundance Construction took part in a groundbreaking ceremony May 16 to celebrate the construction of a new shopping center in the 8900 block of North Navarro Street. The ceremony was attended by representatives of the offices of Congressman Michael Cloud, Governor Greg Abbott, Senator Lois Kolkhorst and Representative A.J. Louderback. The development will include space for seven retailers or restaurants. Burlington Coat Factory, Five Below and Ulta Beauty have already signed leases for the space. The City is planning to partner with the Victoria Sales Tax Development Corporation to contribute $1 million toward improvements on Broadmoor Street, which will elevate commerce for the entire area, and up to $500,000 in sales tax rebates if the development meets agreed-upon sales tax milestones. The first phase of the development will finish in the spring of 2026. Construction on the second and final phase will begin in August of this year and finish August 2026.
