The Purchasing Department is required to follow purchasing laws outlined in Chapters 252 and 271 of the Local Government Code as well as the City of Victoria’s Procurement Manual. 

Bid Opportunity Instructions

New vendors that are interested in providing goods or services to the City should register with Texas Purchasing Group and choose the setup with automatic email notification (recommended).

To view active or historical solicitations, Texas Purchasing Group has a free option to register and view these documents.  On the "Subscription" step, select "Limited Access" which allows for read-only access to bid solicitations.

Purchases under $50,000 

The City of Victoria utilizes Texas Purchasing Group for most purchases under $50,000. Check on any open bid opportunities for the City of Victoria or contact Purchasing. Bid responses are only accepted from qualified bidders via BidNet Direct - Texas Purchasing Group.

Purchases $50,000 or greater (Formal Bidding)

Purchases $50,000 or greater require formal bidding per Chapter 252 of the Texas Local Government Code.  Both active and expired bids can be accessed at City of Victoria or contact Purchasing.

Parks Master Plan RFQ (Closes July 15, 2020 at 2:00pm)

The City of Victoria, Texas, is seeking a qualified consultant to prepare and create a Parks, Recreation, and     Open Space Master Plan. The plan will include a comprehensive assessment of the departments programs, parks, and facilities, including its ability to respond to the recreational needs of the community. It will also     include recommendations for provision of facilities, programs and services; parkland acquisition and               development; maintenance and operation; and administration and management. Preparation of the plan will include significant public participation. The master plan should serve as a guideline for the future development and fiscal planning of the City of Victoria’s parks system.

The City of Victoria is seeking well-qualified administration/activity delivery service provider(s) to assist the City in preparing application(s) for and in the overall administration or implementation of proposed Community Development Block Grant Disaster Recovery-Mitigation (CDBG-MIT) Program project(s), if funded by the Texas General Land Office (GLO).
