Title VI Rights and Regulations Compliance Program

The City of Victoria and the Victoria Metropolitan Planning Organization (MPO), as recipients of federal financial assistance under Title VI of the Civil Rights Act of 1964 and related statutes, are committed to ensuring that no person is excluded from participation in, denied benefits from, or subjected to discrimination in any City programs or activities on the basis of race, religion (with respect to employment-focused assistance under 42 U.S.C. § 2000d-3), color, national origin, sex, age, or disability.

La Ciudad de Victoria y la Organización de Planificación Metropolitana de Victoria (MPO), como destinatarios de asistencia financiera federal y de conformidad con el Título VI de la Ley de Derechos Civiles de 1964 y estatutos relacionados, garantizan que ninguna persona será excluida de participar, se le negarán los beneficios o será objeto de discriminación en ningún programa o actividad de la Ciudad por motivos de raza, religión (cuando el objetivo principal de la asistencia financiera sea proporcionar empleo según 42 U.S.C. § 2000d-3), color, origen nacional, sexo, edad o discapacidad.

Any individual who believes they have been subjected to discrimination or retaliation prohibited by Civil Rights authorities may file a written complaint. The affected individual or a representative can submit this complaint, and it must be in writing.

Time Limits for Filing a Title VI Complaint

A complaint must be filed within 180 days of the following:

  • The date of the alleged act of discrimination; or
  • The date when the person(s) became aware of the alleged discrimination; or
  • Where there has been a continuing course of conduct, on which that conduct was discontinued, or the latest instance of the conduct.

Limited English Proficiency Plan

The Victoria Metropolitan Planning Organization (MPO) has developed a Limited English Proficiency (LEP) Plan to address its responsibilities as a recipient of federal financial assistance as they relate to individuals with limited English proficiency. This plan has been prepared in accordance with Title VI of the Civil Rights Act of 1964, which states that no person shall be subjected to discrimination based on race, color, or national origin.
