The MTP is a 25-year long-range plan and the basic framework for the region’s transportation planning. The plan identifies the community's transportation needs over the next 25 years, establishes priorities for funding those improvements, and charts a course for meeting the community’s vision.
Officially adopted on April 8, 2025, the 2050 MTP provides a 25-year roadmap for transportation investments across Victoria County. Developed with input from residents, businesses, and local groups, Move Victoria 2050 focuses on enhancing safety and connectivity for all modes of travel – driving, transit, biking, and walking – to support our region's economy and quality of life.

The TIP is a four-year plan that summarizes anticipated transportation projects throughout Victoria County that have secured funding. The TIP is updated every two years and then submitted to the Texas Department of Transportation (TxDOT) as a part of the Statewide TIP; federal funds cannot be expended on a project unless it is listed in the TIP.
The UPWP is a one-year work plan and budget that summarizes the Metropolitan Planning Organization’s (MPO) anticipated tasks and associated costs for each fiscal year. It programs the federal funds the MPO receives every year for planning purposes.

The Travel Demand Model (TDM) is a valuable tool used in urban transportation planning. It uses advanced methods to predict future travel needs. This framework examines how various policies and programs affect how people travel and move around. By looking at expected changes in land use, population demographics, and economic growth, the TDM aims to forecast future traffic patterns. The model helps decision-makers create effective transportation strategies that meet the changing needs of urban mobility. The validated model plays a significant significant role in shaping the MPO’s long-range transportation plan, the Metropolitan Transportation Plan (MTP), and is designed to address key questions about the transportation network:
The Victoria MPO's most recent TDM was validated in early 2024 for the development of the MPO's 2050 MTP. The current model uses the base year 2012 and interim year 2022 to forecast the region's needs out to the year 2050. Annual Performance & Expenditure Report (APER)
The APER is completed at the end of each fiscal year to compare the goals and budgets in the UPWP to what was actually achieved over the year.
The Victoria Metropolitan Planning Organization (MPO or MPO) is required to "develop a listing of projects (including investments in pedestrian walkways and bicycle transportation facilities) for which funds under 23 United States Code (USC) or 49 USC Chapter 53 were obligated in the preceding program year."
The listing shall "include all federally funded projects authorized or revised to increase obligations in the preceding program year," and "the listing shall be published and otherwise made available."
The Fixing America’s Surface Transportation Act (FAST Act) required that the MPO, the State, and the Public Transportation Operator(s) cooperatively determine their mutual responsibilities in carrying out the metropolitan planning process.
The Memorandum of Understanding (MOU) is a written agreement between the Victoria Metropolitan Planning Organization (MPO), Texas Department of Transportation (TxDOT), and Golden Crescent Regional Planning Commission (GCRPC), the operator of Victoria Transit, that discusses the cooperative development and transfer of information between each agency.
The Transit Asset Management Safety Performance Measures (TAM) develops and establishes a state of good repair performance targets for GCRPC, the operator of Victoria Transit.
The City of Victoria's Thoroughfare Master Plan (TMP) is a long-range planning document adopted by the Victoria City Council on June 15, 2021, for use in guiding the development of the community's transportation network. The TMP's purpose is to ensure that the transportation network in and around Victoria meets the current and future needs of the growing region for all modes of surface transportation.

The Victoria Active Transportation Master Plan (ATMP) provides a shared vision for the community’s priorities for safe and convenient walking, bicycling, wheelchair use, and other means of non-motorized travel for recreation and transportation. The ATMP identifies a network that, when implemented, will provide residents with the opportunity to safely walk and bike throughout Victoria.
The Victoria Transit Public Engagement Plan was designed to actively involve the community in discussions about proposed new transit routes. This plan aimed to gather valuable feedback through public engagement outreach, the preparation of a bus stop placement memo, a Service Impartiality Analysis, and a Title VI Compliance Evaluation. The plan concluded in January 2026.
