Building Plans
Building Plans shall include the following:
- Architectural Plans
- Electrical Plan
- Elevations
- Energy Code Compliance
- Fire Resistive Assembly Listing (UL#)
- Foundation Plan
- Interior Finish Schedule
- Mechanical Plan
- Plumbing and Gas Plan
- Room, Door, Window Schedules
- Specifications
- Structural Plans including Design Calculations (Live, Dead, Wind)
- Wall Sections and Cross Sections
In order for a commercial building plan review to begin, a few additional steps are required.
Texas Accessibility Standards (TAS) Submittal
All plans and specifications for commercial construction or for substantial renovation, modification or alteration of a building or facility that has an estimated construction cost of $50,000 or more and that is subject to provisions of the Architectural Barriers Act shall be submitted to the Texas Department of Licensing and Regulation for review and approval.

Asbestos Survey
Building owners and contractors must provide the city with evidence that asbestos surveys have been conducted on portions of buildings affected by the planned renovation or demolition by a person licensed under the Texas Asbestos Health Protection Act.

Pretreatment Questionnaire/Application
A Pretreatment Questionnaire/Application (PDF) must be completed and returned to the Development Center or the Public Works Department for all commercial establishments.

Food Establishment Questionnaire
A Food Establishment Questionnaire (PDF) must be completed by food establishments and returned to the Pretreatment Division of Public Works, located at:

Permit Issuance
Once the applicant has been notified that the plans have been reviewed and comply with all adopted codes and ordinances of the City of Victoria, the building permit can be issued.
Obtain a Building Permit
To obtain a building permit, you will need:
- Approved final plat.
- If applicable, Subdivision construction improvements accepted by City.
- If applicable, Site Plans approved by Development Services.
- Building Plans approved by Development Services.
Obtain a Certificate of Occupancy
To obtain a certificate of occupancy requires:
- Request for final inspection
- Final building inspection passed with all outstanding corrections completed
Licensed General Contractors
Permits are only issued to licensed general contractors. For licensing information contact the Development center at 361-485-3320.
The Building Plan submittal is separate from the Site Plan and Platting review process. Building Plan submittals may be made in person or via mail to the Development Center at:

Review Process
In most cases, the plat, site plan and commercial building plan review process can be handled simultaneously. However, building permits will not be issued until the Plat and Site Plan have been approved.
Review Time
The amount of time required for commercial building plan review varies depending on the:
- Size of the building
- Type of occupancy
- Hazardous occupancies
- Other factors
A plan review generally takes up to 10 working days.
Professional Engineer
If the proposed building is over 5,000 square feet, two stories in height or has a structural clear span over 24 feet, or the use of the building will be educational, institutional or an assembly occupancy, the plans must be sealed by an engineer or an architect.
Floodplain Administrator
Check with the Floodplain Administrator to see if the property is located in the floodplain. They can explain any additional requirements that may apply to floodplain development.
