Police Officer

The Police Officer (Licensed or Currently Attending a TCOLE Academy) responds to emergency and non-emergency requests for police service and enforces all federal laws, state laws, and city ordinances.

The Victoria Police Department is accepting applications for non-licensed civilians to attend the Victoria College Police Academy. For further details, contact the VPD Training Unit at 361-485-3799.

Directs appropriate response to emergency and non-emergency requests. TCO's answer the 911 lines, enter information into our Computer Aided Dispatching system, and dispatch the calls to City and County emergency response personnel. The City's 911 Call Center is the primary 911 center for Victoria County. For further information, contact the VPD Training Unit at 361-485-3799.

Civilian Personnel

Applicants for Police Officer must be 21 years of age by their hire date or be over 18 with an associates degree, 60 semesters hours of credit from an accredited college or university, or served in the United States Armed Forces for two years and received an honorable discharge.

Applicants must be at least 18 years old for any other non-officer openings.

Education

Applicants must have a high school diploma or have passed a general educational development (GED) test.

Driving Record

Applicants for police officer must not be prohibited from operating a motor vehicle. In addition, applicants for police officer must meet the city's driving standards. They, and other employees that may be required to drive, may not have the following on their driving record:

Three or more at-fault accidents and/or moving violation convictions within the last three years.
Offense for driving during suspension of driving privileges within the last three years

Criminal Record

Applicants for positions within the police department:

No convictions, court ordered supervision, or probation for any offense higher than a Class B Misdemeanor
No convictions, court ordered supervision, or probation for any Class B Misdemeanor within the last ten years
No convictions or community supervision for an offense involving Family Violence
Not prohibited under state or federal law form possessing firearms or ammunition

Citizenship

Applicants for police officer must be citizen of the United States of America.

All others must be legally able to work in the United States.

Starting pay for positions at the Victoria Police Department:

$51,000/yr - Police Officer Trainee
$60,000/yr - $75,353/yr - Police Officer
Up to $10,000 Sign-On Bonus for Lateral Transfer
$20.00/hr - $27.96/hr - Telecommunications Operator
Licensed Officers are also eligible for "Incentive Pay" for higher levels of TCOLE certification and position (FTO or Detective)

Medical

The City of Victoria offers Medical, Dental and Vision Insurance. The city offers two High-Deductible health plans with the ability to deposit earnings into a Health Savings Account (HSA) or Flexible Spending Account (FSA).

Paid Leave

The city of Victoria offers the following paid leave:

80 hours of paid vacation increasing to 120 hours after one year of service.
112 hours of paid holidays every year.
96 hours of paid sick time that are accruable to a maximum of 1040 hours.

Retirement

The City of Victoria uses the Texas Municipal Retirement System (TMRS), a state retirement system, and matches employee contributions 2 to 1. Employees contribute 6% of their income to this plan. Employees have the option of a supplemental retirement account through MissionSquare Retirement.

Veterans & Military Personnel

Military Leave Days: Employees who are members of the Reserve Component of the Armed Forces receive 15 paid days of military leave per fiscal year. In addition, we offer flexible days off to our National Guard and Reserve officers to meet military training requirements.

G.I. Bill®: Approved to train eligible veterans and their dependents under the G.I. Bill®! Those interested in applying will need to fill out an application with the City of Victoria. Click Here to view current job openings with the Victoria Police Department. Click the "Apply" button from a listing and create an account to apply for the position.

Testing

Once your application is accepted, you may be asked to test in various areas depending on the position you applied for. These can include but may not be limited to:

Physical Fitness testing
Reading, Writing, and Mathematics testing
Applicants for police officer and telecommunicator will have to undergo psychological testing
City of Victoria approved drug screening

Review Board

Applicants will have a Review Board with the Hiring Committee. You will be asked a series of questions and graded on your fit for the department.

Background Check

Those who pass the review board will have a background check conducted. An investigator will confirm your eligibility by contacting references, past employers, and family and friends. They will also check your criminal history and your driving history.

Interview

Applicants who pass the background check will be interviewed by the Chief of Police or designee. The Chief then makes the final decision regarding hiring.

Civilian Personnel

Applicants who are hired for one of our civilian positions (Records Clerk, Investigations Clerk, Admin Assistant, etc.) will receive on-the-job training to prepare them for their assigned duties.

Tele-communications

Applicants hired for a telecommunications position will be provided the training they require to be licensed as Telecommunications Operators. They will also undergo a Field Training Program to prepare them for their duties.

Applicants with the necessary license will be able to start the Field Training Program once hired.

Police Officers

Police Officer applicants that do not have a license will be hired as a Police Trainee. If they are already in a Basic Peace Officer Academy, they will finish the Academy and then begin the Field Training Program at the Victoria Police Department. If they are not enrolled, they will be entered in the next Basic Police Academy at Victoria College.

Those who have already graduated from a Basic Peace Officer Academy will start as a Police Officer Trainee or Police Officer/Senior Officer depending on their prior experience. Every licensed new hire must complete our Field Training Program.

Field Training

Once Hired and Licensed, new officers will have to complete a 16 week Field Training Program before they can work on their own as a Police Officer. Cadets will be required to take on more workload and responsibility as the program progresses and will be expected to operate as an independent officer at the end of the program. If you work hard and perform well, your progress could be accelerated!

Telecommunications Operators also go through a Field Training Program once they are hired. During the program, they are trained in the proper way to answer calls, what information to gather from callers, radio usage, and in the use of the Computer Aided Dispatching system.

Continuing Education

Police Officer Trainees and Telecommunications Operators that successfully complete the Field Training Program will be promoted to full duty.

Additional training opportunities will be available and the Victoria Police Department will facilitate training to keep employees in compliance with any mandates required to maintain their licensure.

Specialized units

As the career of a Police Office Progresses, they will have the opportunity to leave the Patrol Division and pursue other assignments or special units in the department. Some of the potential opportunities to serve include the Traffic Safety Unit, Mental Health Unit, K-9 Patrol, Training, and Criminal Investigations. In addition to these full-time assignments, there are numerous specialized units which an officer could be a part of. An officer could choose to join S.W.A.T., Hostage Negotiations, Bicycle Patrol, or Honor Guard to name a few.
