Storm Water Management

Purpose

The Storm Water Division of the City of Victoria’s Public Works Department is charged with administering the City’s Storm Water Management Program as mandated by the United States Environmental Protection Agency and the Texas Commission on Environmental Quality.

The City of Victoria is considered a Level 3 Regulated Small Municipal Separate Storm Sewer System (MS4) covered under the Texas Pollutant Discharge Elimination System (TPDES) General Permit No. TXR040000.

An MS4 is a system of conveyances (roads with curb and gutters, inlets, channels, ditches, storm pipe, etc.,) that are owned and operated by a municipality.

The TPDES permit requires the MS4 to create a Storm Water Management Program (SWMP). The SWMP is required to have six Minimum Control Measures to assist the municipality in meeting goals to protect the water bodies at discharge points.

  4. Construction Site Storm Water Runoff Control
  5. Post-Construction Storm Water Management in New Development and Redevelopment
  6. Pollution Prevention and Good Housekeeping for Municipal Operations
