District 1 - Rafael DeLaGarza, III

Rafael DeLaGarza III is the City Council representative for District 1. He is an EMS instructor/coordinator at Victoria College and a former City of Victoria paramedic/firefighter. He is a member of the Victoria Housing Finance Corporation Board of Directors, the Victoria Health Facilities Development Corporation, and the Victoria Public Facility Corporation, and he also serves on the board of the Downtown Tax Increment Reinvestment Zone. DeLaGarza was born and raised in the district he represents. He graduated from Victoria High School and earned his paramedic/firefighter certificate from Victoria College. He was first elected to the City Council in 2016.
